Abstract.
New tools of the interaction of power and citizens on the Internet may put into effect the theory of communicative action by J. Habermas. Virtual platforms of communication can overcome the “service character” of politics that manifests itself in the isolation of administrative power from free discourse, as a result of which equal subjects of communication form generally valid values.
