Abstract.
The article is devoted to implementation of the second reform of the All-Russian Extraordinary Commission in the Western Ural region. The structural component of this reform was formation of political bureaus at district militia departments. This problem is not sufficiently considered in historiography at the regional level. The new district security structures received double subordination - to the militia and provincial extraordinary commissions, which was more profitable for the People’s Commissariat of Internal Affairs. In general, by 1921 security agencies acquired a sufficiently clear and uniform structure.
