Abstract.
The article examines British perception of activity of the All-zemstvo Charitable Food Assistance Organization in the period of hunger of 1905-1907. British correspondents were shocked by the scale of disaster in Russia and insufficient efforts of the government to minimize consequences of hunger. At the same time British journalists highly appreciated zemstvo activity to organize canteens and bakeries, to distribute allowances and to sell food at low prices.
