Abstract.
The article reveals the problems of public diplomacy in the conditions of state regulation by the example of the twin cities of Yalta and Pietarsaari. Basing on the analysis of archival data, specific examples and the dynamics of the development of friendly relations between the two cities are given. The history of the formation and completion of these relations is new material that has been introduced into scientific use. The author traces the first experience of public diplomacy in the city of Yalta. On the basis of the analysis of the data, the conclusion is drawn that the local cultural ties were directly dependent on the state bodies and the political program of the country’s leadership.
