THE U.S. FOREIGN POLICY GENESIS: RATIFICATION OF THE CONSTITUTION OF 1787 IN MASSACHUSETTS

Abstract. The article considers foreign policy issues during the ratification of the Constitution of 1787 in Massachusetts. The study of this process makes it possible to define its uniqueness in the state, to reveal the correlation of local and national levels in the genesis of the U.S. foreign policy. As a result of the research, the author establishes a specific combination of factors that conditioned the state of foreign policy issues during ratification in the state and the influence of this process on the further adoption of the Constitution in the USA in the spring-summer of 1788.
