Interagency Conflict as Representation of Internal Political Crisis in the Period of Transition to New Economic Policy

Abstract.
The article highlights different aspects of interagency conflict between political and educational bodies, Agitprop (Department for Agitation and Propaganda of the Central Committee of the All-Russian Communist Party (Bolsheviks)) and other organizations involved into cultural and educational activity (People’s Commissariat for Education, Komsomol, trade unions, Political Department of the Revolutionary Military Council). Scientific originality of the study is conditioned by the fact that conflict is considered as representation of social crisis that occurred during transition to New Economic Policy and also by the fact that the author reveals “liquidationist moods” and “syndicalist tendencies” among representatives of agencies and institutions. The research findings are as follows: the author identifies causes of interagency conflict, describes its features and shows ways to settle disagreements between the parties.
