Abstract.
This study examines the formation and activities of the militia in Russia from 1917 to 1923, using the Murom city police department as a case study. The research analyzes the organizational structure, personnel recruitment, funding, and operational activities of the Murom militia, identifying key challenges faced by law enforcement in the early years of the Soviet state. Murom, a district town in Vladimir Governorate, is considered representative of a typical provincial city in central Russia. The study's contribution to knowledge lies in its comprehensive analysis of the militia's formation and activities based on Murom's archival materials. The research reveals patterns and challenges common to other regions, as well as unique local characteristics. In the early years of the Soviet state, the militia faced numerous difficulties, including a lack of legal regulation, a shortage of qualified personnel, and inadequate material support. The establishment of the Soviet militia occurred under extremely difficult conditions, both nationally and locally in Murom. Between 1917 and 1923, the Soviet militia evolved from an unprofessional, volunteer-based organization to a centralized system of state bodies, whose structure, activities, and personnel provision were subject to comprehensive legal regulation. These changes fully impacted the functioning of the Murom city militia. Despite these challenges, by the end of the period under review, the Murom militia demonstrated considerable success in fulfilling its mandate.
