Abstract.
The purpose of this study is to compare two most important capital-based public organizations, which provided comprehensive assistance to the homeless at the turn of the 20th century: The Society of the Lodging Houses in St. Petersburg & The First House of Industry in St. Petersburg. The article examines the underlying causes of the growing problem of homelessness in the capital and the specific activities of the charitable organizations founded by the physician N. N. Dvoryashin, one of the first philanthropists who tried to resolve it in the post-reform period. Following a chronological approach, the study examines the registration processes, the specifics of the main activities of these public organizations, and their perceptions by society and specialists. The scientific novelty of this study lies in the fact that the organizations and their approaches are becoming the subject of academic research for the first time. The result is the conclusion that these organizations implemented two new approaches to working with the homeless: the preventive approach and labor assistance. With the development of seasonal work and the problems that accompanied it, the approaches became widespread both in St. Petersburg and throughout the Russian Empire, and these organizations served as laboratories of sorts in which these approaches were tested.
