Restoration and development of the city of Sevastopol in 1944-1965: construction, trade, and consumer services

Abstract. The aim of the study is to determine the specific characteristics of the restoration and development of key socio-economic areas of Sevastopol – housing, trade, and public services – from 1944 to 1965. The scientific novelty of the study lies in the following: drawing on a wide range of archival materials and scholarly literature, the authors propose distinguishing two main periods: the recovery period (1944-1955) and the period of systemic development and reform (the second half of the 1950s to the first half of the 1960s). As a result, the study identified common problems of the initial period: an acute shortage of resources, labor, and materials, bureaucratic red tape, and corruption. Despite an impressive quantitative growth by the mid-1960s (an increase in housing stock, trade turnover, and the number of service businesses), development was inconsistent. Qualitative problems remained chronic: housing shortages, declining architectural quality of mass-market development, unmet demand and poor quality of public services, uneven infrastructure distribution, and shortages of certain goods in trade. The paper analyzes the role of national policies and technological modernization (industrial methods in construction, self-service retail) in achieving quantitative indicators. At the same time, the study concludes that systemic contradictions in the planned economy hindered the resolution of qualitative problems and led to disparities, particularly the lag in social infrastructure development behind housing construction.
