The impeachment procedure against Boris Yeltsin (1995-1999) as an instrument of the communist party's parliamentary strategy

Abstract. The aim of the research is to reconstruct the role of the presidential impeachment procedure in the parliamentary strategy of the Communist Party of the Russian Federation (CPRF) in 1995-1999. Based on the documents of the Special Commission of the State Duma from the personal collections of V. I. Ilyukhin and V. I. Zorkaltsev (Russian State Archive of Socio-Political History), the article examines two initiatives to impeach B. N. Yeltsin on the eve of the 1996 presidential campaign and during the crisis cycle of 1998-1999. The scientific novelty of the work lies in the fact that impeachment is reconstructed for the first time not as a failed legal procedure of removal from office, but as a multifunctional tool of the parliamentary strategy of a specific political actor, studied from within the party's decision-making mechanism. As a result of the study, it was established that within the framework of this procedure, the party addressed four objectives extending beyond nominal removal from office: it used it as leverage and a constitutional shield against the dissolution of the lower house in the conflict over government formation, as a means of codifying an accusatory narrative through the quasi-investigative activities of the commission, as a mechanism for consolidating the opposition coalition, and as a way to outline the limits of permissible confrontation. It was revealed that the appeal to the procedure was accompanied by a two-sided risk calibration: hedging against both sanctions from the executive branch and pressure from the party's own radical flank. It was established that the 1998-1999 impeachment attempt became a pivotal moment in the formation of the systemic opposition model.
