The issue of the territorial affiliation of the Kizlyar Okrug in the context of the administrative-territorial reform of the 1920s in the North Caucasus

Abstract. The purpose of the study is to determine the positions of the authorities of the South-Eastern Region of the RSFSR (from 1924 – the North Caucasus Krai) and the Dagestan ASSR regarding the status of the Kizlyar Okrug in the context of the administrative-territorial reform of the 1920s. The article reveals the historical-geographical, ethnic, economic, and social factors that influenced the resolution of the issue concerning the status of the Kizlyar Okrug. It is demonstrated that the Dagestan ASSR urgently needed to resettle land-poor highlanders to the lowland plains of the Terek River delta and to generate profits from transhumance livestock farming, viticulture, and horticulture. Expanding the territory of the Dagestan ASSR also fulfilled crucial ideological objectives of breaking with the policies of the tsarist autocracy and bolstering the political authority of Soviet power. At the same time, the Kizlyar Okrug – owing to its economic ties, transport network, and the ethnic composition of its predominantly Russian population – gravitated toward the Terek Governorate (from 1924 – the Terek Okrug). The issue of the territorial affiliation of the Kizlyar Okrug was settled in 1922-1923 by decisions of the Politburo of the Central Committee of the RCP(b) and the All-Russian Central Executive Committee (VTsIK). The scientific novelty of the study lies in identifying, based on newly uncovered archival documents, the positions and arguments of the Central Executive Committee (CEC) and the Council of People’s Commissars (CPC) of the Dagestan ASSR, the South-Eastern Bureau of the Central Committee of the RCP(b) (from autumn 1924 – the North Caucasus Krai Committee of the RCP(b)-AUCP(b)), and the governing bodies of the Terek Okrug and the Chechen Autonomous Oblast concerning the Kizlyar issue. As a result of the study, it is argued that as collectivization and socialist construction progressed in the USSR, power became increasingly centralized, rendering the issue of territorial affiliation of polyethnic territories less significant. The issue of the Kizlyar Okrug’s status lost its relevance following the inclusion of the Dagestan ASSR into the North Caucasus Krai in 1931, which facilitated the convergence of the socio-economic and cultural development levels of the autonomous republic and the Russian-populated areas of the krai.
