Abstract.
The purpose of the study is to determine the institutionalization of the authority of the temporary military governor of Sevastopol in 1829-1849. The article examines the composition and functions of the Chancellery of the Nikolayev and Sevastopol Military Governor, where affairs concerning the administration of Sevastopol were concentrated prior to 1829, the reasons for establishing the temporary military governorate in Sevastopol, and the specific features of forming the temporary military governor’s chancellery. The scientific novelty of the study lies in demonstrating, based on archival sources introduced into scientific discourse for the first time, the characteristics of establishing the Chancellery of the Temporary Military Governor of Sevastopol as an institution of power that coordinated military and civil administration. As a result of the study, it was established that the city was part of the Nikolayev and Sevastopol Military Governorate and was administered by a naval commander. In the first decades of the 19th century, administrative record-keeping was concentrated in the Chancellery of the Nikolayev and Sevastopol Military Governor. The naval commander in Sevastopol lacked a chancellery to execute his numerous functions regarding the command of the port, squadrons, naval establishments, and civil administration. The establishment of the Chancellery of the Temporary Military Governor in 1834 was intended to coordinate military and civil administration in Sevastopol and served as a response to the increasing volume and complexity of administrative paperwork.
