Abstract.
The article examines the development of the policy to increase the birth rate in Japan in 1991-2024. The aim of the study is to identify the main stages in the development of state policy and changes in its content. The scientific novelty of the research lies in the first-ever developed periodization of the policy to increase the birth rate in Japan in 1991-2024, highlighting the main areas and measures of state support at each stage. Four stages are identified: 1991-2003, 2004-2012, 2013-2019, and 2020-2024. The shift in state approaches to solving the problem of low fertility and the expansion of family support areas are traced. Measures to improve working conditions, develop preschool infrastructure, support youth and female employment, provide financial and medical assistance, ensure the accessibility of education and housing, as well as anti-crisis measures during the COVID-19 pandemic are considered. As a result, it was established that over the specified period, the policy evolved from predominantly isolated measures aimed at combining work and family activities into a comprehensive family support system covering most of the socio-economic factors influencing reproductive behavior.
