Abstract. The article examines food provisioning in Kurgan during the Great Patriotic War and the survival practices adopted by urban residents under conditions of food scarcity. The study aims to identify the causes of the food supply crisis and the strategies used by Kurgan residents to adapt to these conditions. Based on previously unpublished documents from the State Archives of the Kurgan Region, the State Archive of Social and Political History of the Kurgan Region, the Joint State Archive of the Chelyabinsk Region, and local periodicals, the study reconstructs Kurgan’s food supply system, analyzes the operation of the ration-card system and retail network, identifies forms of support for vulnerable groups, and examines residents’ self-provisioning practices. The scientific novelty lies in demonstrating, for the first time through the case of Kurgan – a small rear-area city that became a major regional industrial center during the war – its subordinate position within the food-supply hierarchy. Products manufactured by local and evacuated enterprises were directed primarily to Chelyabinsk. The study also shows that the early introduction of the ration-card system, compared with neighboring cities, failed to prevent famine because of the gap between formal entitlement to food and its actual availability. The findings establish that Kurgan’s food problems had deep pre-war roots associated with the underdeveloped urban supply infrastructure. A discrepancy is revealed between the formally functioning distribution system and the actual availability of food for most residents. State measures to eliminate shortages were delayed and insufficient; a turning point came only in 1944 owing to the expansion of subsidiary farms and individual vegetable gardens. The survival practices of Kurgan residents included widespread food theft and speculation, which became normalized adaptation strategies during wartime.
