Abstract.
In the article the issue of conditional character of time of speech from the author of the official document by the material of subordinate acts of the regional legislation is covered. It is grounded that the extralinguistic moment of speech determines the purpose and the type of document, the choice of tense forms. It is revealed that the content of the statements connects with the speech situation and the author’s position at the moment of the speech differently; the specificity of situationally actualized and situationally non-actualized types of speech is identified. The influence of extralinguistic factors and moment of speech on the realization of temporal relations is considered.
