Abstract. The author analyzes the process of the ideas formation about the direct force of the Russian Federation Constitution and the consolidation of this idea in the course of the discussion of the operating Basic Law drafts at the beginning of the 1990s, and emphasizes that previously the domestic state-legal doctrine wasn't aware of this construction, though indirectly developed some of its aspects.
