STATUTE CHARTERS MAKING IN KURSK PROVINCE IN 1861-1865

Abstract. The process of statute charters making in Kursk province during the first years after the reform of 1861 is considered. The author, basing on archival material, shows the regional specificity of the process of statute charters adoption. The influence of conciliators and peasant public administration officials’ activity on this process is studied. The author pays special attention to the attitude of peasants and owners’ to the changes, which were implemented.
