Abstract. The author researches the problems of political system democratization under the conditions of Russia modernization, pays special attention to the escalation of social contradictions taking place in the Russian reality, suggests the technologies, contributing to their resolution, one of which can be a system dialogue between the government and society, and proves that the necessary condition for system dialogue formation is civil potential development and the empowerment of citizens’ political participation.
