PUBLIC HEARINGS AS FORM OF CIVIC PARTICIPATION

Abstract. The article considers public hearings as a form of civic participation, a form of direct democracy. The practical problems of the organization and conduct of public hearings are analyzed. Some solutions to these problems are given. The conclusion is made about the ineffectiveness of this form of civic participation in its present state basing on studying the problematic of public hearings in the Russian and western literature and the author’s empirical researches.
