THE BASIC STAGES OF FORMING AND DEVELOPING NEUTRALITY IN THE EUROPEAN SPACE (BY THE EXAMPLE OF SWITZERLAND AND AUSTRIA)

Abstract. The article discovers the basic stages of forming and developing neutrality policy in the European region. The author examines the key historical backgrounds conditioning neutrality arrangement from desirable foreign-policy course into a status fixed by international norms and agreements. The paper covers the basic types of neutrality in Europe, in particular armed neutrality, or neutrality in the war period, and permanent neutrality. The researcher analyzes the basic tendencies for neutrality development by the example of Switzerland and Austria.
