Abstract. In the XVII century the Ottoman Empire faced an acute problem of depopulation of the countryside and, as a result, a fall in tax revenues and reduction in the sources of the army needs support. This actualized for Istanbul authorities the task of finding new resources for replenishing the agrarian tax and military liable population. The influx of Muslim immigrants and refugees that started in the last quarter of the XVIII century from lost possessions and spheres of influence of Porte provided it with the necessary demographic "material". From this time until the beginning of the XX century the stimulation and regulation of immigration was one of the most important directions of Ottoman state policy.
