Abstract.
By the materials of a separate entity of the Russian Federation the author for the first time shows the mechanism of administrative regulations development and implementation in one of the most important segments of social relations sphere directly controlled by the state, determines the goals of strengthening social services rendering regulations, reveals organizational-financial implementation problems, discusses the role of regulations in population social services optimization, and considers the documents which haven't been previously entered into scientific circulation.
