Abstract.
The author considers the questions of social policy implementation in the USSR during the 70s of the ХХth century, which are relevant at all stages of society development, undertakes the attempt to reveal the basic social functions and resulting priorities, objectives and main directions of the Soviet state social policy, suggests state social guarantees index for the estimation of social policy implementation results, and on this basis determines the questions of social processes state regulation in society and their efficiency.
