Public initiative and popular readings in the Smolensk Governorate in the late 19th and early 20th centuries

Abstract.
The study aims to trace the evolution and specifics of popular readings as an instrument for disseminating knowledge among the adult population of the Smolensk Governorate in the late 19th and early 20th centuries under conditions of agrarian modernization. The main content of the article is devoted to examining this educational format, which pooled the resources of private individuals, zemstvos, cooperatives, and agronomic organizations. The scientific novelty lies in introducing unpublished archival materials of the Smolensk zemstvo into scholarly discourse and identifying a fundamental divergence in the objectives pursued by the authorities and society: the government viewed the readings as a school of elementary literacy, whereas the local population regarded them as a source of purely practical, applied knowledge. The results demonstrate that the development of popular readings went through two distinct stages. In the first stage (the late 19th century), the initiative stemmed from representatives of the educated rural community with the support of zemstvos and was not mass in scale. In the second stage (the early 20th century), under the influence of the Stolypin agrarian reform, the readings became integrated into the general system of agricultural knowledge dissemination, exerting a direct impact on increasing the efficiency of peasant households.
