FEDERALISM IN SPAIN: MYTH OR REALITY?

Abstract. This article tackles Spain experience in the sphere of state building which is unique for Europe. State structure based on territorial autonomies is claimed by the necessity to find the institutional solution of the problem of separatism and other extreme forms of ethnic conflicts and is interesting for the political elite of the majority of multi-national states. The author undertakes the attempt to reveal the characteristic features of Spain state structure and to determine to what extent it corresponds to the federative model of center and territorial formations interrelations.
