POLITICAL FACTOR IN THE CONTEXT OF THE EXPERIENCE OF REFORMS IN RUSSIA AND CHINA IN NEW AND THE NEWEST TIME

Abstract. This article is devoted to understanding the key role of political factor in the context of the estimation of reformative and revolutionary processes in Russia and China during the critical historical period (the last third of the XIXth - the first third of the XXth centuries) which predetermined the subsequent development of the two in former great empires. The author emphasizes the necessity to take into account, first of all, the historically formed traditions of political culture and also the character and national-state specificity of both countries and substantiates the fact that it is the originality and uniqueness of Russia and China that must be the optimal basis for the development of reforms strategy and the methods of its realization.
