EDUCATIONAL LEVEL OF RUSSIAN ELITE OF THE SECOND HALF OF THE XVIIITH - THE FIRST QUARTER OF THE XIXTH CENTURY

Abstract. The author reveals the content of the notion educational level of bureaucracy in the Russian Empire in the second half of the XVIIIth - the first quarter of the XIXth century, and pays special attention to the education degree of the ruling top (political elite)of Russia: senators, ministers, State Council members and governors. The comparison of the data about elite's education with the data about the education of Russian bureaucracy as a whole allows making the conclusion that till the middle of the XIXth century the representatives of higher bureaucracy didn't have systematic education and the Russian elite as a whole had weakly developed professional specialization.
