Abstract. The article reveals the essence, features, information capability and social significance of personnel records management materials, studied by the example of the soviet workers and peasants’ militia of Tyumen province of 1918-1923. It is stated that this type of source represents the legal status of militiamen, and also gives an opportunity to see the compliance of personnel activity practice with the requirements consolidated in the legal acts of the RSFSR. The research of Tyumen province personnel records management materials represents the order of staff formation, as well as the problems of the recruitment and placement of personnel in the law machinery of the province under consideration.
