SYSTEM DIALOGUE AS OPTIMIZATION TECHNOLOGY OF POLITICAL INTERACTION IN TRANSITIONAL SOCIETIES

Abstract. The author researches the problems of the interaction optimization of main civil society institutions and state during transitional period, emphasizes the necessity of creating a system, which is able to provide this interaction, and as a social-political technology suggests the system dialogue of state and society, which can become an effective form of connection between state and civil society structures that are an important instrument of democratic, legal and social state construction.
