INTERRELATIONS OF SOVIET AUTHORITIES AND HIGHER EDUCATION ESTABLISHMENTS AUTONOMY IN THE 1920S

Abstract. The author shows the changes in higher school after October Revolution of 1917, tells that during this period the active struggle of the authorities with higher education establishments autonomy developed, reveals the goals and objectives of this policy, by the example of a number of Volga region provinces analyzes the process of the authorities confrontation with universities, ascertains the reasons of the latter defeat, and comes to the conclusion about the absence of the preconditions for a dialogue between the parties in this period due to the unreadiness of the authorities to a compromise, which resulted in the decline of higher school scientific potential.
