EVOLUTION OF JAPAN FOREIGN ASSISTANCE: FROM REPARATION PAYMENTS TO THE UN MILLENNIUM DEVELOPMENT GOALS

Abstract. The article is devoted to the formation of the Japanese Official Development Assistance (ODA) immediately after the Second World War and till the present day. The author divides the period into separate stages conditioned by the evolution of the goals of the ODA. The positive and negative influence of the period of Japan reparation payments on the development of its system of foreign assistance is presented. Particular attention is paid to qualitative changes in the Japanese policy of the ODA consolidated in the form of principles in the Japanese "Charter of the ODA". Basing on the main principles and directions of the Japanese ODA the article reveals that they contribute to the achievement of the UN Millennium Development Goals.
