INTERFERENCE OF POWER AND CONSTITUTION AS FACTOR OF CITIZENS’ LEGAL CULTURE FORMATION

Abstract. This article describes the consequences of the negative processes that accompanied the adoption of the Constitution of 1993, when B. N. Yeltsin was forced to rely on the officialdom to prevent those consequences, and it led to the omnipotence of this apparat and the stratification of the society into citizens and top bureaucracy. The omnipotence of the latter and sometimes its impunity ultimately had a negative impact on the legal awareness and legal culture of citizens. In this regard, the article suggests a series of measures aimed at reducing the impact of top bureaucracy including limiting the guarantees of the President as the highest official of the state.
