STATE AND POLITICAL COMMUNICATIONS: NOTIONAL ASPECT FROM STANDPOINT OF NOOSPHERE THEORY

Abstract. The article reveals the content of the notions "communications" and "political communications" in the context of the comparative characteristics of the basic key definitions, and suggests variants for these notions formulation in state and political activity. The principles of modern state and political communication systems formation are considered from the standpoint of V. I. Vernadsky’s doctrine of noosphere as a synthesis of biosphere and the sphere of mind. Taking into account the sociological theory of crises by P. A. Sorokin approaches to the estimation of the current state and prospects of these communications development are presented.
