PRE-REVOLUTIONARY EXPERIENCE OF DEVELOPING BUSINESS REPUTATION OF CIVIL SERVANTS IN THE RUSSIAN STATE

Abstract. The article considers the experience of the formation and development of the cultural, professional and personal qualities of civil servants in Russia till 1917. The author accentuates that civil institutions in our country were formed in a very specific way. The paper analyzes the formation of the Russian civil service as one of state institutions. Within the framework of the research the author conducts the analysis of the formation and development of the business reputation of civil servants.
