DEVELOPMENT OF SMALL AND DOMESTIC INDUSTRY OF THE MIDDLE VOLGA REGION IN THE SECOND HALF OF THE 1920S

Abstract. The main tendencies of the development of the small and domestic industry of the Middle Volga region during the New Economic Policy period are considered in the article. The author analyzes the changes of the soviet state policy in the second half of the 1920s on the issues of handicraftsmen’s commercial cooperation noting bureaucratic tendencies strengthening. The reasons, methods and consequences of private capital exclusion from domestic industry are singled out. The conclusion is made about small industry state regulation strengthening through centralized supply and sales, market methods elimination.
