MULTI-COUNSEL APPROACH IN DIALECTICAL CONCEPTION OF LOCAL SELF-GOVERNMENT

Abstract. The article examines the dialectical conception of local self-government based on the dialectical unity of all social norms. The author shows that the pseudo-sphere of the functioning of the organs of local self-government is regulated by the integrity of social norms: the harmonious interaction of legal and non-legal norms securing the perfection of social relations. The paper argues that multi-counsel approach within the framework of the pseudo-sphere of its functioning secures the integrity of legal and non-legal norms and reveals the full value of the world, its completeness and perfection.
