Abstract. In the article the anti-Russian foreign policy line of Iran and Turkey in the North-East Caucasus in the second half of the XVIII century is revealed. The methods and ways of the implementation of the anti-Russian policy of these states, which had behind their back such rivals of Russia as England, France and other European countries, are shown. The nature of the foreign policy of the Russian government in the region that was fundamentally different from the policy of the Iranian-Turkish conquerors is determined. The reasons for the strengthening of the pro-Russian orientation of the Caucasian ruling elite are presented.
