WELFARE STATE IN THE SOUTH AFRICAN REPUBLIC

Abstract. The article is devoted to studying the peculiarities of the implemented in the South African Republic model of social state. It is interpreted as a "transfer welfare state" with the considerable influence of ethnic (racial) feature. The paper concludes that the mentioned model is typical only for this state and has not been investigated earlier. The author studies the recent liberalization of social state model in the South African Republic, examines constitutional and normative foundations to qualify the South African Republic as a welfare state; analyzes certain provisions of the Constitution versions regarding the interpretation of the constitutional principle of the sociality of the state formulated in the legalized resolutions of the ruling party.
