THEORY OF "TRUE TOWNS" AND URBANIZATION PROCESS IN THE SOUTH URAL REGION

Abstract. The article examines the drawbacks of the existing scientific typology of urban settlements. It is noted that in scientific literature the administrative criteria of the town definition are used, which leads to the underestimation of the number of urban population and the rates of the country urbanization. The author by the example of the South Ural region proposes to expand the number of towns at the expense of the settlements, which are urban in fact, but aren’t officially recognized yet.
