SOCIOCULTURAL PARAMETERS OF THE RUSSIAN BUREAUCRACY

Abstract. The article examines the historical and cultural image of the Russian officials. The author reveals their basic values and sociocultural parameters. Special attention is paid to representing the phenomenon of officials in the Russian literature. The paper identifies two sociocultural types of the official as a representation of loyal political culture. The author emphasizes the fact that bureaucracy in Russia was historically a ruling class and social support of the authorities. The researcher concludes that in Russia there is a necessity for changing a sociocultural genotype of the official.
