QASIM KHANATE AND THE FIRST DIPLOMATIC CONTACTS OF RUSSIA AND KAZAKHSTAN

Abstract. The article examines the history of establishing the diplomatic contacts of Russia with Kazakh khans. In this context special attention is paid to Qasim Khanate as a special administrative and political unit of Russian state and to the role, which the rulers of the khanate played in the foreign policy of Russia. The author mentions the role of Qasim khans as a counterweight to Turkic dynasties and an instrument to administer the non-Russian people of Meshchera. The paper shows how the Russian government used Turkic traditions for its own geopolitical purposes.
