INTEGRATION OF MUSLIM SCHOOLS INTO ELEMENTARY EDUCATION SYSTEM (BY THE EXAMPLE OF URAL PROVINCES, 1907-1917)

Abstract. The article examines the problems of modernizing elementary education among the Russian Muslims. The paper shows interrelation between the traditional school reformation and social and political processes in the country after the First Russian Revolution. Having analyzed zemstvo institutions’ activity the author identified the role of local self-government bodies and elements of civil society when forming a paradigm of Russian peoples’ cultural integration into the national civil community.
