LEGAL STATUS OF THE CHECHENS, WHO WERE DEPORTED TO CENTRAL KAZAKHSTAN IN THE 1940S

Abstract. The article by archival and normative material examines the problems of the legal status of the deported Chechens in the second half of the 1940s. The author analyzes the special settlement regime, its influence on the deported Chechens’ adaptation potentials. The paper examines the limits of the realization of human rights and liberties regarding the special contingent. The submitted facts indicate the obligatory nature of the system of the special settlements and substantial administrative barriers on the way to the special resettlers’ socialization. The researcher concludes that the special resettlers’ rights were of declarative nature and mentions the positive historical role of the workers - special resettlers in the regional economy.
