Abstract. The article traces the history of the formation of the first Samara polytechnic higher education establishment that served to satisfy economic needs of the region. On the basis of archival materials the author analyzes the motives to choose the region for creating the first higher education establishment of such type, examines the aspects of preparatory work of Samara provincial zemstvo and council (choosing the place for the building, architect and project), the activity of the first rector and the results of work for organizing the first higher education establishment in Samara province.
