Abstract. The periods of political transformations are characterized by the instability of social structures. It affects the process of intercultural dialogue formation. The article discusses the problem of building the dialogue of cultures in the Republic of Tatarstan during perestroika (1985-1991) and modern times. The examples of integrating and disintegrating functions of social movements that raise issues of historical and cultural memory are analyzed. The author substantiates the conclusion about the high degree of influence of the process of constructing national identity on intercultural dialogue in the republic.
