Anti-Corruption Policy in the Russian Empire in the First Half of the XIX Century

Abstract. The paper aims to analyse development of anti-corruption legislation and to reveal specificity of anti-corruption policy realization in the Russian Empire in the first half of the XIX century - the period of reforms in the sphere of public administration and formation of "legitimate monarchy". On the basis of a systemic analysis of historical sources, the authors reveal corruption-generating factors. Scientific originality of the study involves a new approach to the problem of actualization of historical experience in the sphere of combating corruption and formation of anti-corruption behaviour. The research findings are as follows: the authors identify the anti-corruption policies typical of imperial Russia, as well as the power mechanisms and practices relevant in the modern society.
