PENITENTIARY POLICY REALIZATION REGARDING PERSONNEL OF PLACES OF IMPRISONMENT (THE 1950-1970S)

Abstract. The article is devoted to the problems of the formation of the professional training of the workers of penitentiary system in the 1950-1970s. On the basis of archival documents the author considers the conditions and tendencies of the personnel change of the post-war period. In particular, special attention is paid to the educational level and special training of the personnel of correctional labour institutions. In the article the normative-legal acts, which regulate not only the organizational and legal elements of the state policy in this sphere but also the moral and ethical aspects of activity within penitentiary system, are analyzed.
