Abstract. The article deals with the employment problem of handicapped people by the example of an average town of Prikamye. The social importance of the issue is high: the indicators of the employment of handicapped people are low and they continue falling. According to the results of the questionnaire the unemployed handicapped people believe that the unequal conditions of employment assistance are the main reason for this. After the interview with potential employers a number of reasons for the reluctance of employers to sign labor contracts with handicapped employees have been identified. They are the formation of special work places at the expense of one’s own resources; administrative responsibility for the conditions of the work place for a handicapped employee with a group of disability; special work-rest regime and so on. The current system of job quotas for handicapped people, who can work, is ineffective, therefore the author proposes an alternative solution for the important social problem of the employment of handicapped people - a system of quota-fine.
