Abstract. The study aims to identify new trends and relevant mechanisms of anti-corruption in the setting of the second half of the XIX - early XX century, the period of major liberal reforms and "great upheavals" in the Russian Empire. Basing on an analysis of legislative, memorial, epistolary and statistical sources, the researchers have shown a unique potential of historical experience in preventing and fighting corruption in critical and transformative periods in the country’s history. The research is novel in that it puts emphasis on the anti-corruption methods used during radical transformation of the state’s political system. As a result of the study, effective anti-corruption practices are outlined, which are still applicable today.
