Polemics of the 1830-1840s on Railway Transport Role in Russia’s Social and Economic Development

Abstract. The paper reveals historical prerequisites for establishing railways in the Russian Empire in the XIX century. Scientific originality of the study lies in the fact that the author for the first time analyses the political elite’s views on the following issues: prospects for railway construction and potential influence of railways on the Russian economy and military potential. The findings indicate that railway transport wasn’t initially considered as a basis of economic and military development. The need for large-scale investments and doubts concerning efficiency of railways - such were the arguments of political figures who opposed establishment of railways in Russia in the reign of Nicholas I. The sovereign’s decision based on expert opinion and foreign experience promoted Russia’s development as a railway empire.
